Constitutional Amendment against Torture

Since the Republican Congress seems to like Constitutional Amendments perhaps this one should be proposed:

Whereas: It has become clear the President and the Congress of the United States do not find in our existing Constitution enough clarity to disallow torture. And:

Whereas: The Citizens of the United States find the act of torture to be abhorrent to everything this nation stands for including the respect for human life and dignity.

Be it Proposed: That the Constitution of the United States of America be amended with the following words: “No government entity, individual or organization shall conduct or abdicate torture for or in behalf of the United States of America against any human being of any nation for any reason within our territory or abroad.”

Torture by or in behalf of our nation does incredibly more damage to the country we all love then the burning of any cloth symbol or any marriage between anyone.
